The management improvement of GPS real-time tracking system on toxic chemical substances transportation

The aim of this project is to monitor toxic chemical substances transportation with real-time tracking systems on the motor vehicle, in order to conduct management and improve the efficiency of the adopting response when an accident occurs. The project focus on 5 aspect: (1) Evaluate and update the system according to the revisions of Toxic Chemical Substances Transportation Management Regulations. (2) Enhanced the tracking systems to meet the needs of Emergency Response Team. (3) Improve the information transparency of the toxic chemical substances transportation among the Environmental Protection Bureaus. (4) Promote the self-management work among transportation companies. (5) system operation and Information security work. At present, there are approximately 1,700 vehicles with 200 transportation companies were under the supervision of GPS system. The project continued the work of last year, developing the APP system for the use of the companies that transport small amount of toxic chemical substances, adding 2 inspection rules, and conducting GPS car machine pretesting work according to the appendix 3, in order to keep the system operated properly after the promulgation. Concerning the information needs of Emergency Response Team, the project also developed a map monitor function to find the tracking of accident vehicle, solving the situation in which there is no license plate number inform the supervisor when an accident happens. Otherwise toxic chemical substances transportation inspection should be enlarged, so the project including the work of researching and planning a transportation inspection program, and adjusting inspection rules according to the response of the Environmental Protection Bureaus. In the work of promoting the self-management among the transportation companies, the project not only conducting 2 operating Instruction meeting which advocating the transportation companies to keep the real-time tracking systems in normal operation and how to handle the exception, but also reminding the transportation companies to deal with the third generation (3G) of wireless mobile telecommunications technology upgrade issue which can avoid the affecting towards the returning as the National Communications Commission announce that 3G concession license remains valid until December 31, 2018.
